Problem with toilet water pressure

I have an issue (or two) that started last week when the water was shut off to my townhome complex. Many of the exterior townhome water valves needed to be replaced, so the water was shut off for four days (off in the morning, back on in the afternoon). The first day that the water was restored, I noticed one of my toilet tanks was taking a very long time to fill. I don't have a problem with any other fixture, just this toilet. I also discovered if I shut the water off at the toilet, water is still entering the tank (but even slower than when the water is on) and there is a slow leak from the valve. The leak only occurs when the water valve is turned off. I replaced all the toilet tank parts about 5 years ago. I don't know what is causing the tank to fill so slowly, and why it happened after the water was restored to my complex.
Any suggestions?

1. Your stop valve should be replaced. Do you now have a water shutoff to your unit that you can access?

2. Some fill valves have a filter. If yours does, try cleaning that. Look up your fill valve and see what service information you can find.

3. Don't waste a lot time fixing the old valve, since changing out the fill valve is fairly simple.

Thank you for your response. The water shut-off for my unit was always accessible, but mine was one of the ones that were replaced last week. I don't know if this matters, but I flushed that toilet the first day the water was shut off (I didn't know the water was off...wasn't supposed to be off until this week).
