We have seen this before. Looks like someone repaired yours once already. I have given you the link below to a couple of threads on this. (Ignore my initial response to the second thread. Terry of course had the best advice.)

Bottom line is that instead of this oval/shelf flange, if you need an offset flange because of where your pipe is, there is a better design. If you have the skills, you can chip out the concrete around the old flange, remove it and replace it with an offset flange of the design shown in that thread. The better design, as you can see, gives you a nice round stainless steel ring on the flange, and allows for significantly-better flow.

Didn't get pictures, but this is what I did, mainly because digging out the old drain was not an option, because of the tile.
Brushed old flange clean with mineral spirits and wire brush to remove all wax. Placed a metal toilet repair ring over front part of oval drain.

There was a 1" gap at the rear which I covered with a piece of credit card cut to the right shape, and silicon'd this to the old flange, then I silicone'd the entire ring to the old flange and new credit card cover piece, and bolted it down. [previously drilled holes]. When it was dry, I had a water tight,round hole to work with. Doesn't seem to be leaking, so hold thumbs. Hope I am not breaking any rules for ATL, GA.

That flat repair ring is one we use a lot.
Normally, if you have the closet bolts secure, you're good.
It's the movement that kills you.
