Hey Reach4 - I wanted to jump back in here and thank you for the
help.

After some back and forth with Boshart about their bleeder orifices, I went with your suggestion. I installed a thick, 3/4" bronze plug with a 1/8" weep hole drilled into it. It's crude, but it works.
FWIW, a little experiment of mine revealed that the brass bleeder orifices needed ~2' or less of head to open.
Sorry for your problem. You just had a bad bleeder as they should work to at least 15'.
