There is a lot of water in the pipe and the bowl is over filled too . It should be dry past and above the weir in the toilet. The narrator says the rat finds a pocket of air. Normally the pipe would be dry all the way to the weir in the toilet so they made it harder than it normally would be for a rat to make it into the toilet bowl.
