I feel stupid but this is my first house with peg and I have literally tried all 3 shut off valves and they won’t turn and look like they aren’t supposed to. I can’t imagine all 3 are stuck. Is there a special way to shut the water off?

Put a small wrench on them but don't get to big on them. Valves that aren't exercise at least once a year tend to get mineral deposits and might not work. Use two wrenches one one the valve body to keep it from turning. DO NOT WORK ON PLUMBING UNLESS ABSOLUTELY NECESSARY UNLESS THE STORES ARE OPEN make sure the adults in the house were the shut off is

For the Sharkbite PEXA quarter turn valves at our place, Off is clockwise, ON is CCW.

But yea, I had to turn the handle with some pliers, while holding the body with another set of pliers. Once you loosen them, they can be operated by hand.

I'll echo the strong suggestion of doing this when stores are open. Better yet, get a Sharkbite PEX shut off valve to have handy, and attempt to close the valve with the longest piece of PEX sticking out of the wall.

Once you figure out which way you have to turn to close it (with the wrench) then you can do the same for the others. You'd have the Sharkbite shutoff valve in case something goes wrong :)
