Valve is this a regular shut off valve?

This is past the water meter the shut off valve for house is before the meter .
I tried to turn this one off and handle broke . I need to replace it but just curious about this setup
Also my pressure tank was between the water meter and this valve I moved the tank higher up on cold water inlet to WH now my wife says no water pressure

Ball valve. Change it with a full port ball valve. All valves used for water need to exercised ( open and closed) at least one a year if not twice. Do it with the stores open just in case.

To me, the meter is after the water main , and the meter is before the water heater. Same for you? Instead of after and before, you might want to say upstream, or downstream.

I have one shutoff valve downstream from meter this is upstream from meter.
