Newport Brass Astor, Can't remove faucet handle in "old style" faucet...?

Hi,
I have a dripping faucet and wanted to replace the washer or cartridge in it...but I can't seem to get the handles off to access the cartridge. Faucet was installed about 15 yrs ago so it's "new" old style looking but I have no idea what the brand it (maybe European?).
See photos...but I have removed the two set screws that are in the handle (on the side). I have been able to remove the little "hot" "Cold" caps (they just popped off with a flat top screw driver)...but I can't seem to be able to lift up the handle...there's no movement at all in it?
Any suggestions?

the hole on the bottom side of the handle probably has an Allen set screw in it.

Your faucet is Newport Brass "Astor" #920. With the side seet screws removed the handle lifts straight up. You might try a faucet handle puller.
