Bathroom Faucet Cartridge Replacement and Flow Issues

Hi, I've been trying to fix a few issues on my bathroom faucet. I can't seem to find a brand anywhere on it.

I was chasing down a few leaks at the inlet hoses and the hot water 1/4 turns. After replacing the 1/4 turn and the 4x o-rings on the water inlet hoses I'm getting very low flow out of the faucet (and a slight trickle out after turning the faucet off with the handle). I assumed this was due to a damaged or clogged cartridge. I opened up the handle to remove the cartridge. Everything looked OK, so I re installed it. I couldn't seem to get it to seal after tightening the nut. When I open any of the supply vales water shoots out the side like it is leaking past the sealing rings of the cartridge. I tried a new valve (Moen 4000) and have the same non sealing issue. Any idea what I could be doing wrong installing the cartridge? Any idea on what could be causing the low flow?

Have you checked the aerator ?

Picture of the complete faucet? How old is this faucet ?
