I installed this weekend a Moen 1 handle Shower faucet and the water will not turn off - everything seems to be installed properly. Think I have a defective cartridge?

It could be a cartridge problem. If the rubber panel on the side of the cartridge drops off before installing, that can happen. Or, you could have overheated the brass body while soldering. I remove the cartridge before soldering.

The black rubber needs to be in place.

I did not solder anything - it was a replacement and that was not necessary.
