Moen shower faucet handle cartridge

We are trying to DIY a new Moen shower faucet handle and we are definitely making some kind of dumb mistake along the way. Replacing it because the showerhead continually dripped causing issues with our well water system chemicals being used too quickly.

We watched several videos and have installed a new cartridge. One video shows the identical handle we are trying to install and clear instructions which (we think!) we followed. The problem is that even after putting on the plastic stop and installing all pieces as shown, the water is on all of the time and even flowing lightly (not full blast though) when in the off position.

Aree doing something wrong? Could the new cartridge be faulty?

How about a picture of what you have?
The old Moen faucets came with either the 1200 or the 1225 cartridge.
The Moen Posi-Temp is the 1222 cartridge. All of the cartridges have a U shaped keeper clip that keeps the cartridge in place. Is the handle pushed back in all the way?
