Help with Bathroom faucet ID or repair.

I am trying to replace washer in a bathroom faucet. No idea of the manufacturer. I assumed that you removed the top screw in the handle and pull it off to get to the stem. I exerted quite a bit of force trying to remove it but it won't budge. No evidence of any set screws or nuts except one on the underside of the sink that secures its on the sink. Pics are at the URL below. Anyone have any ideas of he manufacturer or how to repair this model. Thanks in advance.

If you're lucky it's a Delta or, Peerless.
With the screw from the top removed the handle should slide up and off.
