Faucet Handle Removal & Leak Repair

I need to get into this faucet and repair some leaks that are occurring
at my church.
Not sure how to remove the handle could someone please take a look
at this photo and provide some guidance.

There may be a small allen fitting down low on that.
Don't feel bad though if you have to replace the faucet. That looks to be about 30 years old.
