Empty Space Around The Toilet Flange

Toilet leak on the first floor. The floor is made with concrete, ceramic and vinyl. As the title says there's empty space (1/2 inch) around the flange. How do I bolt down the new toilet flange? Is there something I can buy that can resolve the issue with empty space or a method to replace the empty space? Also, should I take out the old toilet flange versus leaving it and applying a fix it kit on the old flange? Thank you, your feedback is appreciated.
