Worn Electrical Cable & Insulating Tape

I have a worn out laptop charger cable where the wiring inside is exposed.
I keep wrapping it up with pvc tape to cover up the damaged area, but after a couple of weeks the insulating tape slides out of position to re-expose the damaged area and the wires.

See pic attached.

Is there any way of applying the tape so it stays in place??

Tape can't replace a rubber boot. One company makes a product for this: https://sugru.com/projects-inspiration/fix-repair/how-to-repair-a-laptop-charger I see the outer wire is breaking down so that needs fixed as well.

Some have been able to open up the charger and either replace the cord or shorten it and re-terminate via soldering. Most give up as the boxes can be difficult to open or even glued shut.
