We recently moved into a remodeled apartment. Since we moved into a remodeled apartment, we have noticed how the toilet flushes on its own, when the neighbor's flushes their toilet, our floors are left with puddles all throughout the apartment, and unexplained water coming from the floors. What could be the problem with this apartment?

Is this a ground floor, or maybe basement apartment? Is it built on a slab? Do you know what the height of the water table is? Has it been raining a lot lately? If you've got enough, you can get it tested to see if it is potable water from a leaky pipe, or ground water.

If they replaced the toilets, it's possible that what may have worked previously with older toilets won't work properly with newer, low-flow toilets that literally flush faster...Many of the toilet manufacturers warn about this in their spec sheets. Take a look at page 2 of this spec sheet

the same recommendation/warning applies to most new toilets. It sounds like the only way to resolve that problem would be a pain and involve tearing apart the plumbing.

There may be problems with the existing toilet installs. If the flange is lower than the finished flooring, it may need either a thick wax ring or two rings stacked.
Toilets that sound like they are flushing could also have leaking flappers that need replacement.

Are you renting?

If yes, get the owner's attention. If there is a manager, complain to him, verbally and in writing (save copies). Demand answers and action.

If the manager and the owner play deaf...give a notice of moving out. Do you have a security deposit? every court in the country will make the owner return your deposit, if there are no damages caused by you, for the deficiencies you described.
