Stiff faucet

We have a classic 1988 motorhome with a Moen Legend faucet in the kitchen and a Grohe in the bathroom sink. Both are the old fashioned lever type faucets. RV's have plumbing problems that one does not often see in a residence. Partially due to the well water in many campgrounds. Alsso because they are not used every day. Both of these faucets are difficult to open. So stiff that when it does open you cannot adjust the flow. No leaks. How do I fix this. Is there some sort of lubricant that would help? Should I remove the cartridge and check for hard water deposits? Maybe soak it in vinegar? Thanks
