Shower Drain Issue: Beyond regular plug

I recently moved into a cluster apartment and our shower has been on and off having major drain issues. Some roommates have been here as long as two months, and the problem has gotten slightly worse.
They've tried cleaning it and putting boiling water down the drain, but it doesn't seem to make a difference. Sometimes there is no problem at all, sometimes there is an inch of water in the shower while showering. It doesn't come up thankfully (that we can tell), but the water is draining very slowly and the curb is only 2 inches tall at most.
Is it possible it's another shower's drain causing the problem (such as above or below), or the vent pipe?
