sand point well pump run 5 minutes before hitting 40psi

Hello All:

new to me cabin with a shallow well and jet pump. Well is outside and pump inside basement. 3 inch ish pipe coming thru wall into basement. necked down to 1-1/2" going into pump. Getting water and water is clean and seems to be enough of it. Problem is pump kicks on at 20psi and kicks off around 40psi but takes about 5-8 minutes to get it to 40psi. I am familiar with jet pumps and sand points both inside a pit from previous cabins. Not with this current set up and the three inch coming thru the wall I am not sure what I am looking at.

any thoughts on what to look for or what could be causing the long run time?
