New TOTO Entrada water surface is only 5x3" The fix

Gentlemen;
Just installed a toto entrada. Seems like a nice quality unit.

The info I looked at prior to purchasing said the water surface is approx 8 3/8" x 10 1/2".

I used it a few times and the surface area is only 5" x 3". Looking at the literature that came with the unit, it says this valve is non adjustable. The tank fills properly but there is very little water in the bowl.

Is there any way to increase the water surface?

If you gently add a quart or so of water, is the water higher 2 minutes later, than it was before you poured?

Do you have the fill tub directed into the overflow tube? This is what refills the bowl after a flush.
Are you sure you have the Entrada and not the new Dynamax Drake with the dual flush tank?

It's surprising that it flushed decently with the bowl starting out lower than the design level...but, it should now work better! Sometimes, you have to play with the clip but first, it has to be pointed into the overflow and stay there...
