New Home and Confused About Point Well (?)

Hi all, we recently bought a new house and after moving in I noticed a spigot in the back yard but no water was flowing to it. After talking to a neighbor, they said the previous owner used to have a pump attached to it and watered his lawn with it and said he thinks it’s a point well. Apparently they took their setup with them and didn’t leave any info about it. After doing some research, it sounds exactly like what it is, however the head has a spigot on it with another opening (attached pics). I purchased a 1HP shallow well pump (there’s power run to within a few feet of the head and a flat rock that I believe they had the pump sitting on), but logic is failing me on how this will work. Is anyone on here able to give me some insight on how this thing works with that spigot? My google-fu must not be as strong as it used to be...I’m at a loss. Thanks in advance!

My first guess is that the hose bib is to prime the missing irrigation pump.
Hi, thanks for the reply! Unfortunately, the bib is currently dry. Almost seems like a catch-22 of sorts...to use the bib to prime the pump, I would need to pump the well. Is it possible the bib on this is an inlet valve that I would hook up to the house supply to “prime” the well pipe?

If that pipe is a point well the pump would connect after removing the plug, and the hose bibb would be to add water from a different source to prime the suction pipe.
