New city water well pump

My question is how many new water meters can be expected from a new city water well 400' deep.Im trying to get an idea as to how many meters will be available when they say they are done

It's a 250 gph pump with no holding tank.

I hope you mean 250 GPM not GPH, as 250 GPH is barely enough for one house. 250 GPM on the other hand would do at least 50 homes, even without any storage. With storage, 250 GPM will do more than 1,000 homes.
