Horizontal double fixture, need help with code section / number

So nutshell, GC that did my remodel years ago installed a double fixture fitting horizontal and capped the top. Line was used to drain side by side toilets. Well it clogged about 6 inches down the turn and no matter what could not be cleared. This was in a slab so you can imagine the cost of the fix. Before i head off to the law library to research to get all my ducks in a row, does anyone know the correct section or the actual code number that says its not allowed? Any guidance would be greatly appreciated.

Im no expert thats why i turned you you guys. From my reading def not a san tee but for my untrained eye could also be a wye, plumbers told me its a figure 5 or double fixture fitting, said goes by both. Clogged effective happened at the bottom neck and no matter what they tried, snake would just jump across and continue down the line. As i look through it i can see why as there is very little pitch inside when laid on its back and can also determine by this that drainage would slosh back and forth and then slowly work its way down. Now that its fixed i cant believe the difference in flushing and how my shower drain now swirls down, never really did in the past.

Even on the vertical, that fitting allows water to skip across and push water from the opposing bowl.
It needs to be a double wye or even better a wye and then a second wye downstream.
Not so much code, because code hasn't caught up yet.

Is there anything anywhere that says it should not be installed on its back? Im just looking for something that i can use, would really hate to have to eat his incompetance.

Stuff happens. It was not against code. I am not a plumber.

I would think that a plumber or drain cleaning specialist could have made the turn.

Is the replacement a fitting a double-wye combo?

It would have been nice to have that plugged port piped to an accessible spot.

I think they call that a double combo. Why not check with your local building inspector? If you are gathering evidence for possible litigation, then the local code interpretation will carry the most weight.

Have called and left several messages, that department doesnt seem to want to call anyone back. I will need to find time to figure out where they are located and go visit in person. A good sized plumbing company did try (same company i let repair it) spent the good part of an etire day, was 6 guys here at one time. They tried every which way possible, snake, bending snake, drop head, roof vents, 2 toilets, shower and sink drain and everything skipped across. Got to a point they vacuumed out the line and could see the clog off the edge of the screen but couldnt get anything to go that way. So through patio, down about 4 ft, through part of the footing and up. They replaced with a long turn 90 on each leg, pointing down about 45 degrees, then as terry stated. one into a wye and the other into aother wye a little farther down the line.
