Glacier bay toilet tank gasket too big?

Installing a Home Depot Glacier bay toilet and with the gasket on the tank will not sit on the toilet. I attached the gasket to the center of drain hole under tank first then set the tank on the toilet. Then I hand tightened the wing nuts below as much as I can, but the gasket just seems like it's too fat. Thoughts?
