Yard hydrant problem

Looking for a way to remove seized brass packing nut from handle of yard hydrant. Perhaps I should taking the problem to machine shop. Any suggestions would be greatly appreciated. Thanks!

Use a quality open end wrench rather than an adjustable wrench. Then hit it with a hammer.

Heat the cast iron body around the packing nut with a turbo torch, then use a pipe wrench to break it loose. If it's a Woodford the rebuild kit will have a new nut..
