I put a new addition on my house and now there's a 2 inch vent 5 feet from an egress window. Can I vent thru the wall and put a 90 on it facing down? Or put the vent terminus in a soffit? If I put an ell on it can I drop it
    a few feet outside?

If you are talking about a dryer vent, you need something bigger than 2 inch. Dryer vents can clog, and through the wall is best.
If you are talking about a washer standpipe vent, then what you suggest are not permitted I think. An accessible AAV would be permitted usually.

You can keep going up with the vent, but not down. Normally those are on the roof. Is this a new vent or an older existing vent?

Between upper floors or in the attic the vent can go horizontal to get to a more appropriate place to go through the roof.
