Toilet tank filling past fill line into overflow

So I noticed water constantly dripping into toilet bowl. After watching a few YouTube videos I realized that it was most likely needing to adjust the fill level screw, the flapper, or the fill valve seal. After adjusting the screw it didn't stop and the both the flapper and seal had seen better days so I ordered them right away. I installed both just now and the problem is still happening. I even have the fill level set, imo, too low and the water just slowly rises until it's going over into the overflow pipe. Any ideas on what I'm missing?

If water is not stopping at the fill valve no matter the adjustment then something is wrong with the fill valve. But it depends on which fill valve you have which parts are needed. Typically its a flat rubber washer. But it could be the surface that the washer is resting against that needs to be cleaned or the entire unit replaced if some portion of the body has worn a hole in it.

Thank you...I did replace the seal so I'll try cleaning the inner part better to see if that helps. We have horribly hard water in my area and I battle it almost daily. Sounds like I may just have to replace the whole fill valve. :(
