Stem Removal Tool

I am trying to put in a new shower diverter stem (Gerber) I have the stem removal tool and have used it successfully on the hot and cold stems. I cannot budge the diverter - not even a little. Any suggestions (solvents?) would be seriously appreciated

Put the handle on without screw turn it so it between the tub spout and shower settings,this will take the pressure off the stem,this always worked for me on Gerber faucets.
