Shallow wet packer jet or foot valve stuck

I have a shallow well about 25-30 feet deep with what is a stuck foot valve or "packer jet" There is a six inch cast iron pipe or possibly "sleeve" around a two inch cast iron pipe with what looks like a 1.5" PVC pipe. The picture shows a galvanized 1/2"pipe but that is not doing anything I put the 1/2" down the pipe in the middle (PVC) to try and tap on it to try to loosen it.

In any event I cannot pull the PVC up and my understanding is that it needs to come up because the well is not flowing just a tiny or no water. I cannot budge this pipe at all and even tried pulling on the two inch cast iron but was advised not to try that because the well could "collapse"

I also blew compressed air into both the two inch and the 1.5" PVC which did seem to remove a little debris but did not help the pressure. I also poured 3/4 gallon of muriatic acid down the PVC and let sit overnight but the muriatic acid got pretty diluted due to the PVC does hold water.

I cannot budge this thing whatsoever is it just impossible because the mineral buildup over 30 years is so bad that it will never come out or is there anything else I can do short of drilling a new well?

If it has a packer there should be a 1" pipe inside the 1.5" pipe for the casing adapter to connect. If the leathers on the packer are stuck, it is best to pour a cup of bleach outside the 1.5" pipe and let it set a while before pulling. BUT, I don't know what the bleach will do with the acid you already poured down there. Even then it may take a lot of pull to break the leathers loose. When leathers are stuck bad enough the casing will come up with the drop pipe.

Maybe rig up something where you are pressing down on the casing and pulling up the drop pipe. I am picturing something using a bottle jack to do the lifting on one side of a bar, and maybe another bottle jack on the other side of a bar. The bar would be made of two pieces of wood with half-cylinders cut out to go around the pipe.

Just an idea... I have no relevant experience.

EDIT: for the proposed "bar", how about a riser clamp? Jacks press down on casing, and up on riser clamp.
