Question about two silicone washers provided with new vanity drain

I needed to replace the umbrella style pop up drain in a half bath sink. The new unit came with what looks like two different silicone washers. When I removed the old drain it seems that the previous installer used both of these under the bowl. If they are both used under the bowl how do these go together? Does it matter how they nest together?
