PVC toilet flange gluing problem

Hello All,
I was gluing a 3" PVC pipe into the bottom of a PVC flange. There is no obvious stop, so I was hoping to slide it in 2". Upon gluing it, it got stuck at 1". This is less then the 1.5" a 3" pipe normally goes in. Before I rip it out and start over, how far should a pipe slide into the flange. it would be 2" if it slid in all the way to the top.

It should be socketed in completely.. but its not going to fall out with 1" of overlap.
