Price Pfister Flange Stuck

I have an old Avante shower handle I'm trying to replace and the flange (not sure if that's what it's called) won't come off. It spins freely counter clockwise. There is a gap so it's not stuck to the wall plate. What is this outer piece called? Thank you.

The retainer(Flange) is already broken which is the reason it just spins. Spread it apart where it is cracked and replace it wit # 931-910A retainer.

I would start with your biggest flat blade screwdriver that fits.
