Pfister Shower Diverter Stem Leak

I’ve been trying to replace an old Pfister 910-022 shower valve. New replacement Pfister stem fits and works great when diverting to the shower head, but leaks from the threaded portion of the stem body at the nylon washer when switched to tub only. Tried a second replacement just to make sure, but it also leaked. The supplied washer with the part seems to not be doing its job, as i added a second washer for fun just to check and sure enough the leak stopped but naturally does not completely shut off the water to one or the other since it sticks out too far.

How do I fix this and what could cause this? The valve body itself looks fine with no debris or washers stuck in the threads. Didnt want to overtighten either so I tightened only until it wouldn't go any more without some real force. My only thought is trying to find a slightly thinner (or thicker) washer. I have also replaced the valve seat since the old one looked sad, but it has had the same leak with both.

Many thanks for any assistance, going crazy on what seemed like a routine repair. Also, I pulled out a couple pieces of small metal in front of the valve seat, any idea on what they are from? Pics attached for all
