Our power was out for about 24 hours and now there is no water. I have tried placing the lever from 'AUTO' to 'START' but it didn't go up much at all. The most it would go up to, after many attempts of switching it from 'AUTO' to 'START', was to 15 PSI. Once it went down again to 0 PSI, I tested the pressure of the tank at the valve and got a reading of just above 10 lbs. Not sure what to do at this point. Do I just add more air into the tank?

The air precharge should be topped off to 2 PSI below cut-in but that would not be the source of your current problem. I don't know what kind of pump you have but if it is a jet pump and cannot make enough pressure then the jet is probably clogged.

The low cut-off lever is very fussy and needs to be held just so until the pressure reaches the cut-in value. When I had one of those switches, I would slip a nut driver over the lever to make it easier to hold.
