Mainline/Import T&S Cartridge Issue

I am having an issue with a single handle shower. I purchased the replacement cartridge and installed it correctly, but water is still slowly trickling through the handheld attachment (no shower arm or head installed) and nothing changes when I turn it left to right. The water just continues coming out at the same rate. Thought it may be a defective cartridge so took it back, but have same issue with replacement. Any help would be greatly appreciated! Thanks!

Setting the cartridge in the valve body would be the only critical element to mess up.
