Is this old compression shut-off valve?

Is this (the one in yellow circle) an old compression shut-off valve? If so, do I hold the #1 with a wrench and turn the #2 clockwise to remove the shut-off valve? Is there also ferrel compression ring inside? Is there anything special that I have to do (any surprises) to remove or is it the same way as the recent shut-off valve in removing this?

My house was built in 1970's, and I think this valve has not been changed.

It's compression and I never reuse a corrugated stop like that. The nut comes off counter clockwise and has a ferrule that seals to the copper pipe. It's handy to have a sleeve remover.

Terry, thank you very much for the reply.

One question to double-check. Is that clock-wise or counter clock-wise to turn the #2 nut to open it? I thought it is counter clock-wise to open it.
My relative said he has this tool, so I can borrow it.
