Is ‎American Standard A954440-0070A an exact replacement for A923613-1?

I ask because A954440-0070A shows up when I search for A923613-1. They look the same. But when the new one replaces the old leaks occur. I was careful with orientation and tightened the screws as if it was a tire. Return for replacement? Just stick with the old? Your advice will be most welcome.

I replaced the new with the old - that one doesn't leak. I'll see about return for another new.
