Help! closet flange cap removal

My contractor walked off the job on our home remodeling. I am trying to finish some of the unfinished work and one of them is to install a new toilet. The flange seems to have some type of cover that was used during the pressure test I presume. I has some black solvent all over it.

How to I remove it from the flange? Tried to pull out without success. I have attached a picture below.

Thank you in advance for any suggestions.

I like that the Sioux Chief makes theirs with a built in cap that won't fall back in. You tap the ridge with a hammer to break it loose, and then with your pliers, grip and lift.
