Generator Power Inlet wired corrected?

Seems like my generator power inlet isn't wired properly. It works fine, however i'm not sure it's safe. Was wired back in 2005.

Electrical setup as follows:

Meter ----> Two 200 amp service disconnects (I believe the neutrals are bonded here)-----> Two 200 amp main panels ----> 100amp sub panel for generator.

The sub panel has a 60 amp generator circuit breaker which is using a 6/2 wire - so it has 2 hots and 1 ground. On the outside it's connected to a L14-30 inlet which is a 4 wire inlet. 2 hots are connected with wire nuts, the ground is connected to the box, then pigtailed and capped. The neutral on the 14-30 inlet is connected to the ground wire from the 6/2 wire going to the panel. Picture is attached. This doesn't seem correct. The generator has neutral bonded to frame. How should I correct this?

You need 3 conductors (plus ground) between the generator inlet and the 60A breaker (which needs to be interlocked with the utility supply to that panel), and you need a generator without a neutral/ground bond on it.
