Does this look right? Water sitting around drain in fiberglass shower base

Please take a look and tell me if this was installed properly? Water sits around the drain ring, and the black pipe is roughly cut so debris catches on it.
Should the black pipe be cut lower and smoother? It there a rubber gasket missing? This was installed by a "professional" plumbing company.
