I have installed several of these valves. This particular valve when turned on the water immediately comes out of the shower head and not the tub spout. All of the markings in the valve and mounting bracket that shows the up position and is installed correctly. Very little water comes out of the tub spout?

How was the tub spout plumbed? There can be no reduction is size to the spout, meaning copper pipe or threaded nipples.
No PEX or PEX fittings to the spout or it pushes water toward the showerhead.

"FOR TUB SPOUT INSTALLATION: Refer to the installation instructions supplied with your spout. Do not connect deck mount spouts to in-wall valves. Do not use hand showers connected in lieu of a tub spout to a tub/shower valve. Do not use PEX tubing for tub spout drop."
From the Delta instructions.
