Cartridge fuse problem

I have a 60 amp cartridge fuse that test good for continuity - can it still be bad?

Possible. You should check for ohms and have less than one ohm. Continuity checkers might show continuity with a fair amount of resistance present. See your other thread, and make sure you have 240 coming into the box.
