I’ve had a slight leak below my shower drain and I’m in the process of redoing the caulking.
I checked the drain and there is a chip in the edge of the flange and inside I can in the area where the gaskets are I can see the gasket has shifted.
I tried the tool from the new drain but it won’t loosen no matter what I try.
I’m trying to avoid cutting into the actual drain and also don’t want to open the ceiling below.
Any suggestions are appreciated.

What year was the original drain installed?
How about a picture 800 pixels or less. I often have to cut the ceiling below for those. It depends on how yours was installed though. They do make one that will install from the top if it hasn't been glued on.
