Can this be repaired, or should I replace. If It should be replaced, any recommendations on a quality 1/4 turn shutoff for my shower?

It's not leaking at the stem, but it is leaking at the seam.

When a valve starts to leak there it's not worth trying to fix. you should never have to take a ball valve apart at that junction. replace it.

Oh, on the home owner side, I do repairs like this. It might not make time sense, but can repaired cheap. Usually a nylon washer or Oring is all. Cur pipe and give it a spin but make sure you back it up at the valve or you will be replacing more than a valve.
