Bottom of main stack question

Hello -
Wondering if folks could take a quick look at this and give us some feedback?
This is our 4" stack that comes down to our septic tank stub out in the basement wall. We are wondering if this is an ok option to do dual purpose as a test tee and cleanout on the main stack, or if we should do something different like a combo where the 90 is and a cap on the straight end.
When the septic went in, they also laid a combo outside with a riser and cap for a cleanout just outside the basement wall headed towards the septic tank. So the cleanout inside the house (headed towards the septic) is really only covering the ~3ft horizontal travel between the stack and the next cleanout outside.

Are there issues with snaking in one of these test tees? What are the requirements per code? Any help is appreciated!

A test tee is a cleanout. It's fine the way it is but if you get a clog I would use the outside clean out first if you can.
