Water line to fridge not working

I just moved into a house and soon after installed the fridge and connected the water line for the ice maker and front water dispenser. Nothing came out. Followed the line back to under the sink to find this value without a handle. Went to HD and found what I thought was the correct handle but it didnt fit over the 'star' shaped connector and the screw didnt go in more than 1/4 of the way.
My thought is that this isnt turned on and therefore the water is going through the line.
Am I on the right path? and if so, how can I get a value opener for this?

Help appreciated.

Get a screw in there first before you Vise-Grip onto it. The screw will prevent the Vise-Grip from collapsing the soft brass.

If you feel up to it, get a baby Vise-Grip, the ones that are like a few inches long, and you can leave it there permanently.

Usually under the sink there are at least 2 little valves like that under the sink. You could remove the handle from one of the other similar valves and put it on this valve.

Are there any other valves to faucets that look the same in the home? You can remove a handle from another valve and put it here so at least you can turn on the water. You'll have a handle to bring with you to a plumbing supplier for a replacement.

Plumbing is one of those "if it ain't broke, don't fix it" things.

Tampering with another existing whole faucet is a terrible idea.

If it is plastic, it can be very aged and brittle and fall apart on removal.

A metal handle can be firmly seized into its stem, and hard tugging it can disturb other areas of your copper.
