Hello. I have a 50-gal Rheem water heater (probably installed in Jan/Feb. 2018). About 3 months ago, it started to leak from the drain valve and was thus capped. Yesterday, I noticed water is dripping from the water pan PVC pipe now. Any ideas and if this can be repaired? Thank you.

That depends on where the leak is. Was the drain valve leak fixed? Where is the water coming from.

As stated ...... finding the source of the leak is #1.
If from excess pressure it can be remedied ......... if a leaking tank it's time to replace.
