Water Heater "Mixing Valve" causes new water heater to work worse then 15 year old one

Whoever invented the water heater mixing valve is about as stupid as the person who invented the low flow toilet... both inventions waste more water then if you never had them, the mixing valve is so utterly useless the only reason i can see they install them is to increase your water and gas bills by pre-cooling water you just payed to heat with gas so you can then cool it a 2nd time when you turn on your cold and hot taps....
quite literally a 15 year old water heater with hundreds of pounds of sediment build up and a broken mixer valve worked much more effectively then a completely new water heater with a working mixer valve... both water heaters had the same capacity...
