Wallhung boilers outside sensor

I installed a setup up with 2 wall hung boilers a low loss header and a teckmar with outside sensors. It was 2 degrees out and my primary loop was 150 and secondary loop only reached 130. It's for an small apartment with cast radiators

Your secondary pump isn't pumping enough.

To be sure your saying you only got 130 to the first radiator?

Teckmar runs off a a sensor right after pump saying 130. When using outside sensor what is the curve? -10 180, -1 130? Seems to me -1 should be at least 150

What model tekmar? Usually theres 4 settings -outside shutoff temp, low temp, high temp and ratio. If i don't know the building start at 0* low,165* high, ratio 1 to 1 , shut off 68*. So at 0* 165*water at 65* 100* water. What has 2* difference? Draw a diagram how system is piped? Radiators piped reverse return?

I did replace the bell and gossett with a 150 grundfos. I'll swap it back tomorrow.

What type of pipe sensor strap to is it tight on the pipe and insulated?

Its tight but not insulated. I even tried a custom curve which let's me believe the circ pump is underpowered
