Videos + Site Plan: Overflowing PVC + Gurgling in PVC pumps

Thank you in advance for any advice. I have 2 problems.

1) The attached/below video is of the PVC pipe in the ground is part of the perimeter drain that the downspout connects to. This particular PVC pipe is in front of the house. We naturally have had a lot of snow and rain in the last few weeks, which might have caused the water levels to rise. Sump pump goes off every 20 seconds I can see water sitting when I look into the PVC pipe. We are below ground level to accommodate higher ceilings and, therefore, closer to the water table. Any thoughts on what the bubbling noise would be at the 5-second mark and 36-second mark?

2) The PVC pipe where the water is coming out of every 20 seconds (timing is the same as the sump) is in the back of the house.

My sump pump is tied into the same system, and the PVC pipes are tied to the downspouts. All the water is supposed to go back to the 4 Stormtech chambers (https://www.adspipe.com/stormtech) in the backyard.

Why is the water gurgling/bubbling? Why is the water coming out of the PVC pipe? Why does the water go off every 20 seconds? Can there be a clog somewhere? Is it just the water table? What am I missing or what can I do to make things better? Site plan attached for reference.
