Vertical Intake Vent Height Above Gas Meter

We have a fresh air vent about 7' above our gas meter. It's an older house built in 1937. Does this vent comply with code? I am planning to install a condensing direct vent tankless water heater. If I use the opening for the direct vent, do I need to 90 the exhaust and intake over about 2' so the vent terminations will not be above the gas meter?
